Members of the First Congregational Church in Washington considered establishing a seminary to educate black clergy. Within weeks, the project expanded to include provisions for the establishment of a university. Within two years, the university consisted of the Faculty of Arts and Sciences and the Faculty of Medicine. The new institution is named after General Oliver Otis Howard, a Civil War hero who was both the University’s founder and then-Director of the Freedmen’s Bureau. Howard later served as university president from 1869 to 1874.

Chartered to Howard by Congress on March 2, 1867, much of its early funding came from endowments, private donations, and tuition. (In the 20th and 21st centuries, Congressional appropriations, administered by the U.S. Department of Education, funded Howard University and Howard University Hospitals annually). In its first five years of operation, Howard University educated more than 150,000 freed slaves.

Many improvements have been made on campus. Howard Hall has been renovated and there are dorms for women.
