Central Oklahoma University was founded on December 24, 1890, when the territorial legislature voted to establish the territorial normal school, making UCO the second oldest public institution in Oklahoma. The first was the University of Oklahoma, established on December 19, 1890. Courses were first offered in November 1891. By contrast, Oklahoma A&M College (now Oklahoma State University) held its first class in December 1891, and the University of Oklahoma held its first class in the fall of 1892.

The district legislature chose Edmond for the new school if certain conditions were met. First, Oklahoma County had to donate a $5,000 bond, and Edmund had to donate 40 acres (160,000 m 2 ) of land within a mile (1.6 km) of town; the land was eventually donated by Anton Classen. Ten acres of land must be set aside for the new school. The remaining land had to be divided into many parcels, which would be sold to raise funds for the new school. On October 1, 1891 Richard Thatcher was elected the 1st President of Territorial Normal School of Oklahoma.
