On February 20, 1863, Kansas Governor Thomas Carney signed an act creating a state university in Lawrence. The law is conditional on Lawrence contributing a $15,000 endowment and providing the university with a piece of land of not less than forty acres (16 hectares) in or near the town. The university site was a hill called Hogback Ridge (later known as Mount Oread), privately donated by Charles L.
