The University of California (UC) is a public land-grant research university system in the states of California. The President of the University of California Robert Gordon Sproul continued to serve as the CEO of the University of California system, and Clark Kerr became the California University of California. The first president of the University of Berkeley and Raymond B. Allen became the first president of the University of California, Los Angeles. However, the reorganization in 1951 was stalled by the resistance of Sproul and its allies. It was not until Kerr succeeded Sproul as the president of the University of California that the University of California could evolve into a university system from 1957 to 1960. At that time, the principal was appointed to more campuses, and each campus gained a certain degree of greater autonomy.

The University of California currently has 10 campuses with a total of 285,862 students, 24,400 faculty members, 143,200 faculty members, and more than 2 million living alumni. The newest campus of Merced opened in the fall of 2005. Nine campuses admit both undergraduates and graduate students; one campus of the University of California, San Francisco only admits graduate and professional students in the fields of medicine and health sciences. In addition, the University of California Hastings School of Law in San Francisco is legally affiliated with the University of California, but apart from sharing its name, it is completely independent of the rest of the system. In the following California higher education master plan, the University of California is part of the state’s three-system public higher education plan, which also includes the California State University System and the California Community College System. The University of California is managed by a board of directors, and its autonomy independent of other departments of the state government is protected by the state constitution. The University of California also manages or co-manages three national laboratories for the US Department of Energy: Lawrence Berkeley National Laboratory (LBNL), Lawrence Livermore National Laboratory (LLNL) and Los Alamos National Laboratory (LANL).
