In March 1963, the new Northern Rhodesia government appointed a committee, the Lockwood Committee, headed by Sir John Lockwood, to assess the feasibility of establishing a university in Northern Rhodesia. The committee takes self-governance very seriously, and has therefore recommended the creation of a university that has no links to already established universities in the UK. The report also recommends establishing the University of Zambia as a full-fledged university from the outset.
